Smart Solutions at the “Architecture of Readiness 2026” Forum: How Businesses Can Choose Effective Mobile Shelters
On May 27, Kyiv hosted the “Fire Safety & Civil Protection: ARCHITECTURE OF READINESS 2026” forum, organized by WorkSafe.UA. The event brought together representatives of the State Emergency Service of Ukraine (SESU), businesses, the insurance sector, and industry experts.
Liliia Nozhenko, Occupational Safety Expert at Smart Solutions, spoke during the session dedicated to mobile shelters. As a strategic operational HR partner, Smart Solutions supports clients in occupational health and safety matters—from compliance and documentation to operational solutions where employee safety becomes an integral part of the HR function.
At the center of Liliia’s presentation was a common misconception: “People only stay there for 15–20 minutes anyway.” This assumption often leads businesses to narrow their selection criteria to wall thickness and price alone.
Key factors businesses should actually consider:
Protective performance.
Ballistic protection class, resistance to blast waves, and protection against secondary fragments should all be validated through technical calculations and testing.
Evacuation capabilities.
The number and width of exits, accessibility for people with limited mobility, the risk of doors jamming after an explosion, and navigation in the event of a power outage.
Occupancy conditions.
Ventilation, CO₂ monitoring, and the duration of safe occupancy for the actual number of people expected to use the shelter.
Engineering systems.
Backup power supply, lighting, fire safety measures, and the use of non-combustible materials.
Site-specific considerations.
Soil conditions, drainage, flood risks, evacuation routes, and access for emergency vehicles.
“Without verification across all these dimensions, a certificate on the wall guarantees nothing. The true value of a shelter is measured by its ability to save lives under the specific conditions of a particular facility,” said Liliia Nozhenko, Occupational Safety Expert at Smart Solutions.
Other forum topics included risk-based supervision by the SESU, safe community recovery, and ready-to-implement fire protection solutions presented by Ajax Systems, Brand Master, SHERIFF Engineering Systems, as well as a production safety case study from Carlsberg. The program concluded with a charity fundraiser organized by the Ukrainian Firefighters Foundation to purchase armored vehicles for emergency responders.
